Why debating about this kind of "whitepapers"? This paper would not be published by any serious, scholarly journal that operates any form of peer-review. It does not cite anything meaningful (only newspapers & websites) - we can say that the author is completely ignorant and writes about topics where he did not spend any minute to read any previous work done by other scholars. This article is a disgrace. The same applies to all the articles that can be downloaded from/that are cited at http://textkritik.de/digitalia/. It also interesting to note that the article authored by Uwe Jochum is freely accessible and does not contain any copyright notice (we can almost consider this as open access) - this is one of the clear advantage of open access. No one would ever read his article if one would have to pay to 30 USD "pay-per-view" fees...
