Wieso müssen überhöhte Gebühren bezahlt werden, wenn doch die Bestandserhaltung im öffentlichen Interesse liegt und von daher die auf sich entfallenden Mehrkosten grundsätzlich nicht vom Gebührenschuldner zu tragen sind?
