Schön und gut, aber eine solche Freigabe soll ja (wie bei freien Lizenzen) eben dazu führen, dass Rückfragen nicht mehr nötig sind. Wenn ich also das folgende Bild eines Fotografen namens Frank Johnson (laut Florida Memory: Francis P. Johnson) von ca. 1953 wiedergeben möchte, muss ich also doch wieder unnötigerweise das Archiv anschreiben, da der Grund, wieso es urheberrechtsfrei sein soll, nicht ersichtlich ist.
Update: Antwort aus Florida bezüglich des Bilds

Commerce image. It was taken by a state agency, for state purposes, with the consent of the persons shown. Therefore the image is considered to be in the public domain, and you are more than welcome to use it on your website.
