This is a a step beyond the boycott plans sketched in the UC letter, which would only apply to NPG journals. Using data from a 2008 Research Information Network report, Weller and Rees estimate that scholars donate about £1.9 billion/year ($2.8 billion/year) in free labor as journal referees.
