“DRIZZLE is a blog published by Steve Butzel. It was started in December 2004 with the mission of highlighting news stories of interest to archivists, records managers and other interested professionals and students, and fostering communication amongst these folks.”

The name playfully refers to Peter Kurilecz’s RAIN (Records and Archives In the News) e-mail postings on the ARCHIVES mailing list that summarize large numbers of news stories. Drizzle is more selective and also allows commenting and co-authoring, if you’re so inclined, through the Movable Type software that powers the blog.

Integrated Resource Discovery and Access of Manuscript Materials: the User Perspective [2003]
Jan Roegiers
Jan Roegiers, Katholieke Universiteit Leuven, Mgr. Ladeuzeplein 21, B-3000 Leuven, Belgium, jan.roegiers@bib.kuleuven.ac.be

Recent developments in ICT have given hope to users of manuscript materials that some of their old problems will now be solved. Their primary question is possibly to be understood by the librarians and archivists who, more or less jealously, keep the treasures they are interested in. Strangely enough, the world of users is very often not so familiar to them.

"The François Bourdon Academy, an Arts et Metiers Foundation, was founded in 1985 by former Creusot-Loire employees, who were eager to preserve the industrial records of Schneider and Creusot Loire."

On November 19, a coalition of conservation groups officially launched the Conservation Commons. [...] From the press release: 'The creation of a "Conservation Commons" was announced today at the 3rd IUCN World Conservation Congress in Bangkok, Thailand. Birdlife International, Conabio (Mexico), The South Africa National Biodiversity Institute, Conservation International, UNDP, The Natural History Museum (London), The Brazilian Center for Environmental Information (CRIA), NASA, Chevron-Texaco and many others have come together to endorse common principles calling for free and open access to conservation information. Data and information required for effective conservation is fragmented and difficult to find. Hailed by Jeff McNeely, IUCN Chief Scientist, as "the single most important initiative in conservation today", the initiative seeks to break down barriers to access.' For more information see the Conservation Commons Statement of Principles, which focuses on the need for open access to conservation information.

Six million Jews were murdered by Nazi Germany and its collaborators in the Shoah. Yad Vashem undertook to retrieve the names of the Jewish victims and to preserve their memory. This is the moral duty of the Jewish People; our last respects to the victims. The computerized database prepared by Yad Vashem, with the assistance of other institutions, now includes the names of approximately half of these victims. We make their names accessible here, in reverence and awe, determined to persevere until the last name is retrieved.

On 27-29 October 2004 St. Petersburg hosted the International Conference "Information as Public Domain: Access through Libraries", which was attended by over 120 representatives of public authorities, academic research organizations, libraries and other institutions from Azerbaijan, Armenia, Belarus, Great Britain, Georgia, Kazakhstan, Kyrgyzia, Moldova, Russia, USA, Tajikistan and the Ukraine.

Having examined an extensive range of agenda items, the participants of the Conference hereby confirm their view that enabling access to public domain information produced by public authorities should become fundamental to the national information policies of all nations striving for democracy and freedom of human development. Public authorities, as well as libraries, archives and various information services providers should assume a primary responsibility for the expansion of openness and management of information as public domain. The mainstream principle of information management should be as follows: information produced by public authorities should be deemed publicly available, and any exceptions to this rule officially banning the said access should be justified, minimized and supported by the power of law. The national information policy and its legislative and regulatory support should be based on the presumption of openness of government information.

The participants of the Conference take note that any national information policy should reside on the determination to develop a knowledge society and a civil society. Libraries of today constitute an indispensable institution of civil society and an effective tool for building it. Support of the development of library services should be elaborated in national information policies.

The participants of the Conference take note of the need for meaningful efforts to implement the key documents passed at the World Summit on Information Society, i.e. the Declaration of Principles and Plan of Action (2003), as well as the Policy guidelines for the development and promotion of government public domain information (UNESCO, 2004).
